Municipal Aggregation Process

  1. The first step toward implementation of an “opt out” program would be for the municipal board or county government to pass a resolution to place a binding resolution on an upcoming election.
  2. Residents vote on referendum during the next election.
  3. If rate lower than ComEd, city council or county board would vote to move forward. At least two public hearings or informational meetings would be required to educate the voting public.
  4. Municipal board or county government chooses a municipal aggregator to notify community, negotiate with electric suppliers, transition residents, coordinate with utility on “opt out residences,” answer community questions, and manage the process.
